International road transport is carried out in accordance with:
CMR Convention (Contract for the International Carriage of Goods by Road)
Legislation of the Republic of Estonia, including the Law of Obligations Act
General Terms and Conditions of the Estonian Logistics and Forwarding Association (ELEA)
NECE’s liability as a forwarder and/or carrier is regulated in accordance with the ELEA 2015 General Terms and Conditions and the CMR Convention
Other modes of transport:
Sea transport is carried out in accordance with the Hague-Visby Rules (unless otherwise agreed)
Air transport follows the provisions of the Warsaw Convention (unless otherwise stipulated)
Polish monitoring system (SENT)
Separate rules apply to freight transport to, from or in transit through Poland
Since April 18, 2017, the Road Freight Transport Monitoring System Act has been in force in Poland, which requires the registration of certain types of goods in the Polish Freight Transport Monitoring System PUESC.
This system (SENT) was created with the aim of reducing tax fraud and preventing illegal trade (e.g. fuels, oils, alcohol, tobacco products).

Calculation of volumetric weight *
The taxable weight is used to calculate the cost of transporting goods – whichever is higher: actual weight or volumetric weight. The volumetric weight is calculated according to the mode of transport
Road transport
1 m³ = 333 kg
1 LDM (loading meter) = 1850 kg
1 EUR pallet (1.2 × 0.8 m) = 740 kg
1 FIN pallet (1.2 × 1.0 m) = 925 kg = 0.5 LDM
Industrial pallet (1.2 × 1.2 m) = 0.6 LDM, weight 1110 kg
Container transport (LCL)
1 m³ = 1000 kg
Air transport
1 m³ = 167 kg
Example: If the dimensions of the shipment are 1 × 1 × 1 m, its volumetric weight is 167 kg. If the actual weight is higher, it will be considered as the shipping cost
Damage and handling of damaged goods
Although NECE Logistics does everything possible to ensure safe and undamaged delivery of goods, in rare cases (approx. 0.1%) unexpected situations may occur in the logistics chain
In case of damage or shortage:
Record the situation upon receipt of the goods with the driver and make a note on the CMR consignment note (both parties sign)
Please take photos of the damage or shortage
Inform the NECE transport manager immediately, who will guide you on further steps
In case of hidden damage, the information must reach us no later than 7 days after unloading
If the damage is obvious, submit a damage report form to us with the following documents:
Photos
Shipping documents
Description of the damage or missing goods
Amount to be compensated with justification
Purchase invoice for the goods
NB! When paying compensation, NECE Logistics reserves the right to take over ownership of the damaged goods
